OF FEBRUARY 20, 2019, PUBLIC MEETING BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND NUCLEAR ENERGY INSTITUTE AND INDUSTRY REPRESENTATIVES-INDUSTRY TO DISCUSS ALTERNATIVE APPROACH TO OPEN PHASE CONDITION VOLUNTARY INDUSTARY INITIATIVE (NRC BULLETIN 2012-01)

On February 20, 2019, a Category 2 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of the Nuclear Energy Institute (NEI) and the nuclear power plant industry. The purpose of the meeting was for industry to discuss risk approach to address protective action in the Open Phase Condition (OPC) Voluntary Industry Initiative (VII).

During the meeting NEI discussed the OPC VII, the potential risk contribution associated with OPC, applying informed decision making concepts to OPC, and OPC modification implementation options using risk insights. NEI also provided a draft white paper entitled Guidance for Assessing Open Phase Condition Implementation Using Risk Insights. NEI indicated that use of the process described in the presentation and the white paper provide sufficient basis to limit the need to engage the automatic trip function after the OPIS monitoring period is completed. Industry plans to revise the VII to allow, as an option, the risk evaluation in support of not engaging the auto trip function.

During the discussion, staff asked several clarifying questions and provided some preliminary feedback. The staff took an action to internally discuss the issue further and plans to have a follow-up public meeting in mid-March to provide feedback to industry regarding their proposed revisions to VII.
