SUMMARY
OF JULY 16, 2019, PUBLIC MEETING BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND NUCLEAR ENERGY INSTITUTE AND INDUSTRY REPRESENTATIVES TO DISCUSS A DRAFT AUDIT PLAN IN SUPPORT OF CONFIRMATION of LICENSEES IMPLEMENTATION OF NEI-19-02 (NRC BULLETIN 2012-01)
On July 16, 2019, a Category 2 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of the Nuclear Energy Institute (NEI) and the nuclear power plant industry. The purpose of the meeting was to discuss a draft audit plan for performing audits related to the Open Phase Condition Voluntary Industry Initiative (VII). The audits will assess implementation of an option provided in Revision 3 of the VII, along with the associated guidance developed by NEI, NEI-19-02, Guidance for Assessing Open Phase Condition Implementation Using Risk Insights. The industry offered Ginna and Nine mile as pilot plants for these audits.
During the meeting, NEI provided their comments on the draft audit plan and indicated they would provide the NRC staff with a markup of the draft audit plan for the staffs consideration following the meeting. The NRC staff and NEI discussed some logistics for scheduling the audits. The NRC staff indicated that an on-site audit is preferable to an audit at corporate headquarters. A representative from Exelon agreed to provide potential dates for the staff to conduct the audits by July 26, 2019. The NRC staff provided some clarification on the materials that they would need to review, and indicated that draft documents can be used if revisions to procedures are not finalized. Additionally, NEI provided information regarding how many plants plan to implement the risk-informed option.
D. Morey NRC staff will have additional discussions internally to determine the schedule and path forward for the closure of Bulletin 2012-01. The staffs draft audit plan can be found in ADAMS at Accession No. ML19191A176.
