OF APRIL 6, 2020, PUBLIC MEETING BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND NUCLEAR ENERGY INSTITUTE AND INDUSTRY REPRESENTATIVES TO DISCUSS THE PROPOSED DRAFT REVISION 1 TO TEMPORARY INSTRUCTION 2515/194 (NRC BULLETIN 2012-01)

On April 6, 2020, a Category 2 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of the Nuclear Energy Institute (NEI) and the nuclear power plant industry. The purpose of the meeting was to discuss the Draft Revision 1 to the Temporary Instruction (TI) 2514/194, Licensees Implementation of Industry Initiative Associated with the Open Phase Condition Design Vulnerabilities in Electric Power Systems, for NRC inspectors to verify that licensees have appropriately implemented the NEI voluntary industry initiative, Revision 3, dated June 6, 2019.

During the meeting, the NRC gave an overview of the changes that were made to the TI and NEI provided feedback. NEI emphasized the need to ensure that the language in the TI is consistent and aligns with the language the voluntary industry initiative. Also, NEI suggested more general language be used in the TI to allow for flexibility and judgment in plants risk assessments. Finally, NEI requested timely communication regarding the suite of documentation to be provided by licensees to inspectors in advance of the TI inspections.

The NRC staff stated that they will consider the feedback provided and revise the TI if appropriate. The NRC staff plans to issue the TI in April 2020. The Draft TI 2514/194 can be found in ADAMS available at Accession No. ML20085H763.
