OF PUBLIC MEETINGS CONDUCTED TO DISCUSS THE DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT RELATED TO THE REVIEW OF LIMERICK GENERATING STATION UNITS 1 AND 2, LICENSE RENEWAL APPLICATION On Thursday, May 23, 2013, members of the U.S. Nuclear Regulatory Commission (NRC) staff held public meetings in Pottstown, Pennsylvania concerning the staff's environmental review of the application submitted by Exelon Generation Company, LLC (Exelon) for renewal of Limerick Generating Station Units 1 and 2 (LGS) operating licenses. The purpose of the meeting was to provide the public with an opportunity to comment on the draft supplemental environmental impact statement (DSEIS) which was issued on April 30, 2013. The public meetings were held at the Sunnybrook Ballroom in Pottstown, Pennsylvania. Formal presentations were made by the NRC staff.

The DSEIS is a plant-specific supplement for LGS to the "Generic Environmental Impact Statement for License Renewal of Nuclear Plants" (NUREG-1437). The NRC staff described the overall license renewal process, provided a description of the National Environmental Policy Act review process, and discussed the environmental requirements outlined in Title 10 of the Code of Federal Regulations Par151 (10 CFR Par151). The NRC staff also described the preliminary results of their analyses. The environmental impacts of continued operation were predicted to be small in all areas. The impacts of alternatives (including the no-action alternative) were predicted to have impacts in at least some environmental aspects that could reach moderate or large significance.

After the formal presentations were given by the NRC staff, members of the public were invited to provide comments. Approximately 40 people attended the two sessions. Attendees included members of the public, representatives of the NRC, Exelon, and the news media.

The staff provided brochures and met with members of the public to answer questions about the proposed renewal of the LGS operating licenses.

A combined listing of attendees for both sessions is provided in Enclosure 1. Enclosure 2 is a copy of the meeting agenda. Enclosures 3 and 4 contain the official corrected transcripts for the afternoon and evening meetings, respectively. Enclosure 5 contains a copy of the slides used during the NRC's presentation.

The closing date to accept comments on the LGS DSEIS is June 27,2013. The NRC staff will consider all comments on the LGS DSEIS and make any necessary revisions to the document prior to issuing its final supplemental environmental impact statement, scheduled for November 2013.

  • The NRC staff will host informal discussions one hour prior to each meeting session. No formal comments on the draft Supplemental Environmental Impact Statement (DSEIS) will be accepted during the informal discussions. To be considered, comments must be provided either at the transcribed public meetings (see agenda, above) or in writing, as described in the Federal Register Notice.

For the security of everyone attending this meeting, local law enforcement officers may be conducting searches of bags (briefcases, purses, backpacks, equipment cases, etc.) outside the entry into the meeting room. Additionally, signs, banners, posters and displays affixed to any sticks, poles or other similar devices will not be permitted in the meeting room.
