Attachments 3 and 4 provide the Table of Changes for each Security Plan Change Submittal and contain Safeguards Information.

These revisions do not decrease.the effectiveness of the Plan.

There are no regulatory commitments contained in this letter.

This cover letter is not subject to protective requirements. The Attachments are subject to Safeguards Information protection according to 10 CFR 73.21. Upon separation from the attachments, this cover letter is to be considered Decontrolled.
