. Company submits herewith three (3) signed originals and forty (40) copies of a request to amend Appendix A of Facility Operating License DPR-67.
The purpose of this submittal is to support Cycle 2 operation changes are described in Section 9 'f of St. Lucie Unit 1. Associated Technical Specification the Reload Safety Evaluation (RSE) and shown on,.the attached Technical Specifi-cation pages bearing the date, of this:,'letter in the lower right hand corner. E By letter dated February 2, 1978 (L-78-39), Florida Power'6 Light Company submitted proposed technical specifications pertaining to a clarification of the relationship betwen reactor trip system response time and Resistance Temperature Detector (RTD) response time as applied to Technical Specification 4.3.1.1.3.
The letter indicated that, the'valuation was applicable to Cycle lA and would be reverified for Cycle 2 as part of the Reload Safety Evaluation. The applicability of the proposed change to Cycle 2 has been confirmed by the NSSS vendor.

., The proposed amendment has been reviewed by the, St. Lucie Facility Review Group and the Florida Power and Light Company Nuclear Review Board. They have concluded that it does not involve a significant hazards consideration. A Reload Safety Evaluation is attached. The RSE evaluates Cycle 2 design and performance and supports the proposed Technical Specification changes described above.

Temperature Detector (RTD) response time as applied to Technical Specification 4.3.3...1.3.
The 1'etter i;ndicated that the evaluation'was applicable to Cycle lA and would be reverified for Cycle 2 as part of the Reload Safety Evaluation'. The, applicability of the proposed change to Cycle 2 has been confirmed by the NSSS vendor.

They have concluded that it does not involve a significant hazards consideration. A Reload Safety Evaluation is attached. The RSE evaluates Cycle 2 design and performance and supports the proposed Technical Specification changes described above.
