DPR PALISADES PLANT - CONVERSION TO IMPROVED TECHNICAL SPECIFICATIONS-RESPONSE TO JULY 27, 1998 REQUEST FOR ADDITIONAL INFORMATION On January 26, 1998 Consumers Energy Company submitted a Technical Specifications change request (TSCR) to revise the Palisades Technical Specifications to closely emulate the Standard Technical Specifications for Combustion Engineering Plants, NUREG 1432. On July 27 1998, the NRC requested additional information regarding Section 3.8, Electrical Power Systems, and Section 5.0, Administrative Controls, of that TSCR. This letter provides both responses to the NRC questions and any associated revisions to the pages of our January 27, 1998 submittal.

The following attachments to this letter have been provided:

Attachment 1 contains: a) answers to the Request for Additional Information MlcJJ (RAI) and, b) markups of the previously submitted pages to show where revisions // v I have been made.

Attachment 2 contains revised ITS submittal pages marked to show the proposed editorial revisions. Since these revisions are purely editorial corrections, no individual justification has been provided.

Attachments 3 and 4 contain revised pages for Sections 3.8, and 5.0 respectively, along with lists of revised pages and instructions for page replacement. These revised pages reflect changes resulting from our response to the RAI questions and other changes identified below. Each revised page is dated for identifi~ation.

In addition to the revisions made in response to the RAI, the following additional revisions were made to the submitted pages:

Several typographical errors were corrected, mostly in the bases for Section 3.8.

These revisions are shown on marked up pages in Attachment 2, and are included in the revised pages presented in Attachment 3. Most of these corrections were identified during the final review of our Electrical TSCR prior to its issue as Amendment 180. That issuance occurred after submittal of our ITS conversion request.

The proposed Primary Coolant Pump Flywheel Surveillance Program, Specification 5.5.6, has been revised to reflect the requirements issued by Amendment 182. When that amendment was issued, the inclusion of proposed statement that "The provisions of Surveillance Requirement 4.0.2 are applicable to the Flywheel Testing Program." was denied. The equivalent Improved Technical Specification statement, 5.5.6b, has been retained, but in a revised form to clarify that the provisions of SR 3.0.2 are not applicable to flywheel testing. This revision is included in the revised pages presented in Attachment 4.

Specification 5.5. 7 has been revised to include the change made to ISTS by TSTF-279. That TSTF was approved by the NRC after Section 5.0 of our January 26, 1998 conversion request was prepared. This revision and the accompanying DOC and JFD are included in the revised pages presented in Attachment 4.

The changes being submitted herein do not alter the conclusions of the No Significant Hazards Considerations contained in our January 29, 1998 submittal.

SUMMARY

OF COMMITMENTS This submittal contains no new commitments and no revisions to existing commitments.
