Haas Plant Safety and Licensing Director POWERING MIC.HlliAN'S PROliRE55 Palisades Nuclear Plant: 27780 Blue Star Memorial Highway, Covert, Ml 49043 March 30, 1995 Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 DOCKET 50-255 - LICENSE DPR PALISADES PLANT TECHNICAL SPECIFICATIONS CHANGE REQUEST - ONE TIME DEFERRAL OF REFUELING INTERVAL SURVEILLANCE - REVISED PAGES On February 10, 1995, Consumers Power Company submitted a Technical Specifications (TS) change request proposing deferral of several 18 month surveillance requirements.

In our letter of March 27, 1995 on this subject, we noted that several of the requested deferrals are not necessary:

1) The containment pressure detector testing (TS 4.17.1 #12 & 4.17.3 #1 b&c) will not become due until after the start of the upcoming refueling outage.

2) Calibration of the containment atmospheric radioactive gas monitor (TS 4.17.6 #7.b) can be accomplished with the plant operating. That calibration has been completed.

3) The Channel Functional Testing of the boric acid tank low level alarm switches (TS 4.17.6 #14) will be completed as scheduled.

Therefore, deferral of those surveillance requirements is no longer needed and the request for their deferral is hereby withdrawn.

In addition, one of the proposed pages submitted on February 10, 1995 was subsequently revised by the issuance of Amendment 163 to the Palisades Facility Operating License. The changes proposed in this change request have been added to the amended pag.e.

Attachment 1 to this letter contains a complete set of updated proposed pages with the one amended page and the unnecessary deferrals omitted from the remaining pages.

This revision of the proposed pages does not affect the No Significant Hazards analysis submitted in our February 10, 1995 letter because no changes beyond those proposed in that letter are proposed, and the conclusions of that analysis did not depend on the ~flclusion of the changes being deleted.
