BROGANS FERRY NUCLEAR PLANT (BFN) UNIT 2 - ELECTRICAL CABLE AMPACITY (TAC 62260)

Reference:

Letter from R. Gridley, TVA, to Document Control

Desk, NRC, "Electrical Cable Ampacity," dated February 21, 1989.

This letter is in response to the referenced letter.

The staff understanding of the agreement reached at the February 2 and 6, 1989 meeting on Cable Ampacity held at Browns Ferry and Rockvi lie, respectively, is essentially the same as in your referenced letter.

The enclosure to that letter reads:

For areas exceeding 205'F during a postulated

accident, the subject cables must meet one or more of the following criteria:

a.

the cable does not have to operate during the accident that creates the transient in excess of 205'F, or; b.

the cable does not have to operate until the temperature decreases below 205'F.

A more accurate enumeration would state:

Item a.

the cable does not have to operate during the accident (includes post accident operating requirements) that creates the transients in excess of 205'F.

Concerning Item b, staff comment is:

TVA should provide the NRC with the temperatures,

times, and 'locations (in table format) in the reactor building during which ambient temperatures will exceed 205 degrees F.

TVA should clearly understand that use of this generic qualification methodology for crosslinked polyethylene (XLPE) cable is based on the understanding that temperatures and, times during which an ambient temperature of 205 degrees F would be exceeded were of a relative short duration (approximately 10 minutes) and under a maximum'emperature, of 300 degrees F.

TVA should modify Item b.

to restrict their use of 'this qualification methodology to the values for times and temperatures'requested above.
