Fire Protection Program Management:
TVA submitted revised information to show compliance with 10 CFR 50 Appendix R
on January 31, 1986.
The staff reviewed this material and had meetings with TVA on May 29, 1986 in Bethesda, Maryland and on June 23 and 24, 1986 at the BFN site.
A Request for, Additional Information was formally transmitted to TVA on August 7, 1986.
The staff provided a draft Safety Evaluation to TVA by letter dated October 29, 1986, which was to serve as an agenda for a site visit, at which time. it was contemplated that the open issues could be resolved.
On August 28, 1986 TVA submitted Volume 3 of the Nuclear Performance
- Plan, Browns Ferry which included Section III.5, Fire Protection Improvement.
The staff submitted comments regarding this section in the NRC letter dated October 3, 1986.
TVA requested a meeting with the staff to provide an overview of the management of the fire protection program prior to the site visit.
This meeting was held at 9:00 am.
on December 10, 1986 in Bethesda, Maryland.
The attendees are listed on Enclosure 1.

BFN Electrical Design Review Calculations:
The staff has had a restart issue with this title since the first meeting with BFN staff on April 1, 1986.
The issue was based on employee concerns and generic concerns from other TVA plants.
TVA outlined a program called Electrical Design Review in the Nuclear Performance
- Plan, Volume 3,Section III.4.
Other than this programmatic overview and the awareness of related issues under review for TVA's Sequoyah Nuclear Plant the staff has not had any technical details to consider.
The staff requested TVA to provide general technical information regarding the Electrical Design Review being conducted.
This meeting was held on December 10, 1986 in Bethesda, Maryland.

Meeting Summary:
1.
Fire Protection Program Management.
Mr. J.
R. Kern, responsible fire protection engineer for BFN, presented an overview of the BFN fire protection program with emphasis on the management of the program.
He discussed and responded to questions regarding Training, Emergency Plan and Implementation of the new site fire protection program.
The program involves a staff of 23 which includes six engineers of varying engineering disciplines, including fire protection.
The manual fire sup-pression capability is being upgraded.
The fire protection system has been reviewed and a walk-down of the system conducted.
Based on the above review and walk-down the system is being improved.
The site activities of the fire protection unit at BFN include reviewing the BFN fire protection system against BTP 9.5-1 prior to restart, and reviewing the Appendix R mods.
A redundant fire pump and tank will be installed for non-safety related areas.
Following this presentation and discussion, Mr. R. L. Tye from the TVA corporate office in Chattanooga presented an overview of the plans for coordination of fire protection programs being carried out throughout all the TYA nuclear plants.
The site visit schedule and agenda was discussed.
The agenda for the visit will be all open issues in the Draft Safety Evaluation dated October 29, 1986 plus any other issues added by TVA. It was generally agreed that this meeting would be conducted during the last week or two of January dependant upon the staff completing its review of the November 21, 1986 submittal by TVA, the staff consideration of the manual action issue, and TVA responding with an agenda following its review of the Draft Safety Evaluation.
2.
BFN Electrical Design Review Calculations Messrs.
J. Wolcott and M. May presented an informal overview of the electrical design review.
It consists of essentially updating the original design calculation for BFN by modeling the plant electrical system on computers with a program more typical of modern technology.
The purpose of the program is to determine whether the BFN electrical system meets acceptable criteria.
0 Iz The schedule for completion of this program is in the May to June of 1987 time frame.
The NRC staff requested a closure report showing results of the calculations and any actions taken based on those calculations.
It will be necessary for TVA to provide periodic updates of selected calculations to keep the review of this issue on schedule.
At this time no serious problems have become apparent to TVA and it may be that the NRC staff review will amount to an audit of the program (i.e. the model and assumptions used) rather than a
detailed review of a problem.
This issue will be updated in the next monthly licensing meeting currently estimated for late January 1987.
