SAFE SHUTDOWN SYSTEM ANALYSIS (TAC 60627,
- 60628, 60629)
By letters dated January 1,
1986 and April 4, 1988, the Tennessee Valley Authority (TVA or the licens".} provided its 10 CFR Part 50, Appendix R safe
. shutdown analysis.
'The staff has reviewed these submittals and concludes that, except as identified below, the proposed safe shutdown capability at the Browns Ferry units satisfies the requirements of Sections III.G.2, III.G.3 and III.L of Append-'::
R based upon the staff's October 21, 1988 approval of exemptions to Appendix R and the staff's evaluation contained in the attached Safety Evaluation (SE).
The staff has identified specific areas requiring confirmation during the
$arch 1989 Appendix R audit.
These areas are:

acceptability o
the design basis for fires in various areas containing safe shutdown "ys gems and components; adequacy of the fire protection systems; 3.
adequacy of the procedures for the testing of fire detection and suppression systems; 4.
validity of 'Iicensee's designation of some fire locations, as solely III.G.1 areas per Appendix R.criteria described in Section 2.2 of the SE; 5.
feasibility of petforming within 10 minutes after manual scram the local manual action described in Section 2.4.3 of the SE; 6.'eliability and dependability of the portable instrumentation for suppression pool level and temperature; and 7.
entry conditions of safe shutdown procedures for certain fire areas.

Mr. Oliver J. Kingsley, Jr. December 8, 1988 Item 7 above requires a formal response from TVA.
We request that you provide this response within 30 days of the Appendix R audit currently scheduled for March 6, 1989.
Prior to the Appendix R audit, the staff has indicated previously that additional documentation and analyses will be required to assure BFN conformance and readiness relative to Appendix R for the plant configuration resulting from the single unit operation of Unit 2.
TVA has responded to this request by providing specific information pertaining to single-unit operation of Unit 2 by letter dated August 12, 1988.
This submittal is currently under staff review.
As previously noted, the staff intends to address the overall adequacy of fire protection in the Browns Ferry Appendix R inspection report.
