BROWNS FERRY NUCLEAR PLANT UNITS 1, 2 AND 3 RE:

RADIOLOGICAL-ENVIRONMENTALTECHNICAL SPECIFICATIONS (RETS)

Bj letter dated April 4, 1986 TVA requested that the RETS issuance be with-drawn until the Technical Specification Improvement Program results are avail"able to apply to Browns Ferry.

We discussed this matter in a meeting with your staff, on May 6 and 7, 1986 and identified issuance of the

RETS, as well a's many other Technical Spe'cification changes, as restart issues for Browns;Ferry Unit,2.'e have taken this position because we feel that it is adv'isable during shutdowne to complete as many open items as possible so as to minimize changes after initiation of plant operation thus avoiding one possible source of operator error';
Further, because of the need to have a verifiable capability for offsite dose assessment for both normal operation and accidents, an approved RETS and ODCM is important for the operation of Unit 2.

All technical wor'k by our respective staffs has been completed for the RETS leaving only implementation by your staff.

Lastly, we note that Browns Ferry is one of the last reactors in the United States to not have RETS in place.

After your staff has had a chance to consider the discussion please notify us as to how you plan to meet the restart issuance of the RETS.
