In the Matter of the Tennessee Valley Authority Docket Nos. 50-259 50-260 50-296 In accordance with the provisions of 10 CFR 50.59 and 50.90, we are enclosing 40 copies of a requested amendment to licenses DPR-33, DPR-52, and DPR 68 to change the technical specifications of Browns Ferry Nuclear Plant units 1, 2, and 3 (enclosure 1).
A proposed Radiological Effluent Manual (REM) is also submitted for NRC review and approval (enclosure 2).
The proposed specifications and the REM incorporate new requi.rements for radiological effluent monitoring, recording, and reporting in accordance with NUREG-0473, "Radiological Effluent Technical Specifications For BWRs."
A description and justification for the changes is provi.ded as enclosure 3.
Enclosure 4
provides a determination of no significant hazards consideration in accordance with 10 CFR 50.92.
Proposed exceptions from the requirements of NUREG-0473, with justifi.cation, justification for using one percent hydrogen gas to calibrate the offgas monitors, and the proposed Offsite Dose Calculation Manual (ODCM) were submitted for NRC review and approval by TVA letters dated October 27, 1983 and August 1, 1984.
