Dear Mr. Bernero:

In the Matter of the Tennessee Valley Authority Docket Nos. 50-259 50-260 50-296 As requested in your letter of May 22, 1986 to S. A. White, we intend to provide you with our plan to implement Radiological Effluent Technical Specifications (RETS).

Since our letter dated April 4, 1986 withdrawing TS 192, we have been developing an alternative proposal which we believe will satisfy all regulatory requirements, provide a vehicle for enforcement, and contain all of the elements contained in TS 192 and TS 192, Supplement 1.

A meeting is scheduled with your staff during the week of July 21, 1986 to discuss the elements of this proposal in detail.

Some key features include:

1.

Use of technical specifications, NRC controlled documents, and licensee controlled documents as appropriate to house the various RETS requirements.

2.

Placement of only those requi.rements and actions which are under the control of the shi.ft operating crew into the technical specifications.

3.

All of the elements previously reviewed by the NRC staff in TS 192 and TS 192 Supplement 1 will be included in the program documents.

This will be arranged in such a manner as to minimize any additional review.

4.

The program documents will be patterned after a RETS program from another plant which was provided to us by your staff.

In anticipation of issuance of TS 192, many of the monitoring requirements have been put in place and are functioning.

The elements which are in place will be discussed in our upcoming meeting with your staff.

Finalization of the program will requi.re issuance of technical specifications and preparation of the implementing procedures.
