RADIOLOGICAL EFFLUENT TECHNICAL SPECIFICATIONS Re:

Browns Ferry Nuclear Plant, Units I, 2 and 3

In your letter dated July 3, 1985, you requested that issuance of the Radiological Effluent Technical Specifications (RETS)

(TVA Amendment Request TS-192 dated October 27, 1983 and August I, 1984) be delayed until the NRC position on the need for RETS in light of the Technical Specifications Improvement Program (TSIP) is formulated.

It is the staff's position not to delay any pending licensing actions on the basis of possible TSIP recommendations, since the implementation is in the future.

RETS amendments have been required, issued and implemented for all but a few remaining facilities and should similarly be issued for the Browns Ferry facilities.

The RETS amendment as submitted by your October 27, 1983 and August I, 1984 letters is unsuitable for issuance in its present form.

(The Technical Specification insert pages require changes to reflect other amendments).

We therefore request that you provide updated insert pages and propose an implementation schedule.

This will enable us to issue the amendment.
