Dear Mr. Muller:

In the Matter of the Tennessee Valley Authority Docket Nos.

50-259 50-260 50-296 By letters from L. M. Mills to H. R. Denton dated October 27, 1983 and August 1,

1984, we submitted proposed radiological effluent technical specifications for the Browns Ferry Nuclear Plant (BFN).

By this letter we hereby withdraw the subject, technical specification change request (TVA BFNP TS 192 and TS 192 Supplement

1) from NRC review and approval.

Our request is supported by the following discussion.

By J.

A. Domer's letter to D. B. Vassallo dated July 3, 1985, we requested that final approval of the specifications be delayed.

Justification for our request presented in that letter was based on BFN's record of successfully limiting radiological effluent releases and also on the NRC Commissioners's statements concerning and expected results of the Technical Specification Improvement Project (TSIP).

By letter from D. B. Vassallo to H.

G. Parris dated August 9, 1985 our request was denied.

The reason given in that letter was that it is the staff's position not to delay any pending licensing actions on the basis of possible TSIP recommendations, since the implementation is in the future.

We acknowledge your reason for denial of our request, but continue to believe that the TSIP will result in these radiological effluent specifications being removed from technical specifications and to add them now is not an efficient, use of NRC staff or utility resources.

Subsequent to NRC's letter to TVA dated August 9, 1985, the TSIP developed a set, of objective criteria for determining which specifications would be removed and placed in supplemental documents and which would remain in technical specifications.

These criteria are presented in SECY-86-10, January 13, 1986.

Application of these criteria to radiological effluent specifications results in their removal from technical specifications as was illustrated by TSIP's split of the Wolf Creek and Limerick technical specifications.

TVA is in complete agreement with the requirements that are contained in TS 192 and in TS 192 Supplement 1.

We do not intend to reduce those requirements nor extend the schedule for implementing them.

Director of Nuclear Reactor Regulation April 4, 1986 replace TS 192 and supplement with a proposed technical specification amendment containing limitations on radiological effluents, as required by 10 CFR 50.36a supplemented by a program containing the balance of the TS 192 requirements, The proposed technical specifications and supplemental program will be submitted for NRC review.

We wish to meet with the NRC staff to discuss this approach, if needed, to obtain NRC acceptance.
