50-259 50<<260 50-296 In accordance with the provisions of 10 CFR Parts 50.59 and 50.90, we are enclosing 40 copies of a requested amendment to licenses DPR-33, DPR-52, and DPR-68 to change the technical specifications of Browns Ferry Nuclear Plant units 1, 2, and 3 (enclosure 1).
The enclosed specifications are revisions to the application submitted by my letter to you dated Oct;ober 27, 1983 (TVA BFNP TS 192) and are, therefore, being submitted as a supplement to that application.
The revisions are proposed in response to NRC staff comments and request for additional information, reference, NRC letter from D. B. Vassallo to H. G. Par ris dated December 20, 1983.
These planned revisions were discussed with members of your staff in a March 22, 1984 telephone conference.
The technical specification pages in enclosure 1 are to supersede and replace those same pages from the October 27, 1983 application.
- Also, page number 83 for units 1 and 2 and page number 86 for unit 3 should be withdrawn from the October 27, 1983 application because no changes are needed from the currently approved page.
The determination pursuant to 10 CFR 50.92 for no significant hazards consideration is provided as enclosure 2.
Justification for use of one percent hydrogen gas for calibration of off-gas hydrogen analyzers is provided as enclosure 3.
We request t;hat the deadline for complete implementation of the technical specifications be six months from the date of the license amendment.
These proposed specification revisions are being reviewed concurrently by the Browns Ferry Nuclear Safety Review Board.

1984 Previous submittal of appropriate licensing review fees was discussed in my October 27, 1983 letter to you.
Because the enclosed specifications are minor revisions to the initial application being made in response to requests from the NRC staff, we do not believe that additional fees are appropriate.
Accordingly, none are being forwarded.
