50-260 50-296 In accordance with the provisions of 10 CFR Parts 50.59 and 50.90, we are enclosing 40 copies of a requested amendment to licenses DPR-33, DPR-52, and DPR-68 to change the technical specifications of Browns Ferry Nuclear Plant units 1, 2, and 3 (enclosure 1).
The proposed specifications incorporate new requirements for radiological effluent monitoring, recording, and reporting in accordance with NUREG-0473, " Radiological Effluent Technical Specifications for BWRs."
Description and justification for the changes are provided as enclosure 2.
The determination per 10 CFR 50.92 for significant hazards consideration is provided as enclosure 3 Proposed exceptions from the requirements of NUREG-0473 with justification are given in enclosure 4.
The proposed Offsite Dose Calculation Manual (ODCM) is also submitted for NRC review and approval (enclosure 5).
By letter from D. B. Vassallo to H. G. Parris dated September 21, 1983 the request to submit these techulcal specifications was reiterated. We have not addressed the informal comments forwarded to us by your staff because the proposed specifications had already been finalized and any change would further delay submittal. We will address any comments you have on the enclosed specifications sent to us formally.
By letter from J. E. Gilleland to you dated June 29, 1979, and as supplemented by my letter to you dated July 20, 1979, we submitted proposed radiological effluent technical specifications developed in accordance with NUREG-0473 (TVA BFNP TS 124). Because the proposed specifications enclosed supercede those in their entirety TS 124 can be considered closed.

Mr. Harold'R.-Denton October 27, 1983 In accordance with the requirements of 10 CFR Part 170.22, we have determined this proposed amendment to be Class III for unit 1 and Class I for units 2 and 3 These classifications are based on'the facts that the
-proposed amendment involves a single safety issue which does not involve a significant hazard consideration for unit 1, and the proposed amendments for units 2 and 3 are duplicates of the unit 1 proposed amendment.
Appropriate fees were forwarded to the NRC in response to a letter from W. 0. Miller of NRC License Fee Management Branch to H. G. Parris dated July 20, 1979 for review of TS 124.'
Accordingly, no additional fees are accompanying this submittal.
