WASHINGTON PUBLIC POWER SUPPLY SYSTEM P.O. Box 968 ~ 3000 George Washington Way ~ Richland, Washington 99352 June 1, 1989 G02-89-102 Docket No. 50-397 U. S. Nuclear Regulatory Commission Attn: Document Control Desk Mail Station Pl-137 Washington, D.C. 20555 Gentlemen:

Subject:

NUCLEAR PLANT NO. 2 OPERATING LICENSE NPF-21 REQUEST FOR AMENDMENT TO TECHNICAL SPECIFICATIONS RELOAD LICENSE AMENDMENT (CYCLE 5), ADDITIONAL INFORMATION

Reference:

1) Letter, G02-89-029 8 Enclosures, GC Sorensen to NRC, same subject, dated March 3, 1989
2) Letter, G02-89-067, GC Sorensen to NRC, same subject, dated April 20, 1989 Enclosed are graphic quality copies of the figures provided in Reference 1).

The specific figures are:

o Figure 3.2.1-6 ANF 9X9-IX and 9X9-9X Reload Fuel Maximum Average Planar Linear Heat Generation Rate (MAPLHGR) Versus Bundle Average Exposure o Figure 3.2.3-1 Reduced Flow MCPR Operating Limit o Figure 3.2.4-2 ANF 9X9-IX Reload Fuel Linear Heat Generation Rate (LHGR) Limit Versus Average Planar Exposure o Figure 3.2.4-3 ANF 9X9-9X Reload Fuel Linear Heat Generation Rate (LHGR) Limit Versus Average Planar Exposure The Reduced Flow MCPR Operating Limit curve (Figure 3.2.3-1 attached) contains two changes from that submitted in Reference 1). The first change is strictly administrative. The grid lines were reintroduced for consistency and a list of the points of intersection was added for clarity.

The second change" involves a very slight modification to the curve at the 50 percent flow rate point. The MCPR operating limit was increased from 1.44 as previously submitted in Reference 1) to 1.45. By making this change in the conservative direction, this one curve now envelopes the MCPR operating limit for both normal operation and FFTR mode of operation. A note has also been added to Figure 3.2.3-1 explaining that this figure is also applicable to FFTR operation when FFTR operation is approved for WNP-2. When this happens, this version of Figure 3.2.3-1 should remain in the Technical Specifications rather than being replaced by that version submitted with the FFTR application (G02-87-286 dated December 15, 1987).

A proposed version of Table 3.2.3-1, MCPR Operating Limits is also attached.

In addition to the changes previously submitted in Reference 2) a note has been added to define the appropriate values of MCPR to be used for FFTR opera-tion upon approval of that request (see above). The note reflects the values developed and justified by previous submittals.

The two changes discussed above regarding FFTR on Figure 3.2.3-1 and Table 3.2.3-1 have been submitted to facilitate the incorporation of FFTR into the Tech. Specs. when approved. The inclusion or non-inclusion of the note has no impact on the reload submittal, except to reduce the number of changes required.
