NUCLEAR PLANT NO. 2 OPERATING LICENSE NPF-21, REQUEST FOR A ONE TIME ONLY TEMPORARY AMENDMENT TO TECHNICAL SPECIFICATION 3.9.7 (CRANE TRAVEL-SPENT FUEL STORAGE POOL) UNDER EMERGENCY CIRCUMSTANCES (ADDITIONAL CLARIFICATION)

Reference:

Letter, G02-88-038 GC Sorensen (SS) to NRC same subject, dated February 18, 1988 A conference call was held the morning of February 19, 1988 between various members of the Supply System and the NRC Staff to discuss the reference submittal. As a result of the call, the Staff requested the following additional clarification:

1) An analysis was performed considering one of the purlins being dislodged from the roof structure and falling on the fuel pool cover (although this event is not considered credible since the purlins will be double tethered and would be fur ther constrained by the existing superstructure). The purlin, which is a W12 X 27 member 27 feet long was assumed to land on end on the 3/8" steel plate of the cover.

Analysis using standard ballistic methods showed that the 3/8" plate would not be penetrated by the purlin. Ensuing damage to the cover assembly has not been analyzed.

2) Although no credit is being taken for this action, an industrial safety net shall be put in place in the area of concern during the major phase of the repair work to the reactor building roof.

3) When using both the reactor building crane and the Manitowac 4100 over the area of concern, all rigging below the hook will be 100K redundant.

The purlins will be tethered at both ends or equivalently tethered to provide 100K redundancy to any type of rigging in process, when they are not attached to the superstructure.

4) There is no safety related equipment essential for continued safe shutdown of the reactor that coul.d be damaged by a dropped object onto the refueling floor.
