,REQUEST FOR AMENDMENT TO TECHNICAL SPECIFICATIONS FOR REPORTING REQUIREMENTS FOR IODINE SPIKING (SECTIONS 3.4.5 AND 6.9.1.5)

Reference:

Generic Letter 85-19, "Reporting Requirements on Primary Coolant Iodine Spikes", dated September 27, 1985 In accordance with the Code of Federal Regulations, Title 10, Parts 50.90 and 2. 101, the Supply System hereby requests an amendment to the WNP-2 Technical Specifications sections 3.4.5, Bases 3/4 4-3 and Admini-strative Controls 6.9.1.5 (Attachment). As discussed and in accordance with the referenced Generic Letter this amendment requests the reporting requirements for iodine spiking be reduced from a short-term report to an item which is to be included in the Annual Report, and additionally requests elimination of the existing requirements to shut down a plant if coolant iodine activity limits are exceeded for 800 hours0.00926 days <br />0.222 hours <br />0.00132 weeks <br />3.044e-4 months <br /> in a 12 month period.

Reduction of reporting requirements for iodine spiking from a short-term report (Special Report or Licensee Event Report) to an item which will be included in the Annual Report, is being requested in conformance with the referenced Generic Letter to delete unnecessary reporting require-ments. The information to be included in the Annual Report is similar to that previously required in the Licensee Event Report but has been changed to clearly designate the information required in specific acti-vity analysis and relocates the requirement for reporting to the Admini-strative section of the technical specifications addressing the Annual Report.

The quality of nuclear fuel and fuel management has been greatly im-proved, such that normal coolant iodine activity is maintained well below the minimum limits. Appropriate actions would be initiated long before accumulating 800 hours0.00926 days <br />0.222 hours <br />0.00132 weeks <br />3.044e-4 months <br /> above the iodine activity limit. In addition, 10CFR 50.72(b)(1)(ii) requires that NRC be immediately notified of serious principal safety barrier degradation occuring during operation. Therefore, this Technical Specification limit is no longer considered necessary.

The Supply System has reviewed this change per 10CFR 50.92 and deter-mined that it does not:

1) Involve a significant increase in the probability or consequences of an accident previously evaluated because the proposed amendment affects only data accumulation, and in no way affects nuclear fuel design or performance.
2) Create the possibility of a new or different kind of accident than previously evaluated because the length of the reporting process from a short-term report (Special Report or Licensee Event Report) to an item which is to be included in the Annual Report process does not impact the actions required as a result of primary coolant acti vi ty.
3) Involve a significant reduction in a margin of safety because the same limits are applied in monitoring iodine activity in the pri-mary coolant and the same actions are required to place the plant in an isolated and safe condition.

The Supply System has evaluated this request in accordance with the criteria contained in .10CFR 170.21, and has included a warrant for One hundered fifty dollars ($ 150.00) as initial payment for this application for amendment under Facility Category A (Power Reactors).

This change has been reviewed and approved by the Plant Operations Committee and the Supply System Corporate Nuclear Safety Review Board.

In accordance with 10CFR 50.91, the State of Washington has been pro-vided a copy of this letter.
