REQUEST FOR ADDITIONAL INFORMATION - ITEMS 2.2 AND 4.5 OF GENERIC LETTER 83 Salem ATWS EVENT.

The staff has completed its preliminary review of your response to Generic Letter 83-28, "Required Actions Based on Generic Implications of Salem ATWS Events".

This review was performed to assess the completeness and adequacy of your response to Generic Letter 83-28, Items 2. 1, 2.2, 3. 1.3, 3.2.3, 4.4, and 4.5.

For the St. Lucie Units, your response to Items 2.2.1, 2.2.2 and 4.5.3 was found to be incomplete as indicated in the enclosure to this letter.

The reviews are being conducted under TAC Nos.

53718 and 54028 for St. Lucie 1 and 53719 and 54029 for St. Lucie 2.

We request that you respond to the enclosed request for additional information within 30 days or provide a date that you can meet within 15 days of receipt of this letter.

As you are aware, efforts by Owners Groups, INPO, and NSSS Vendors have been or are being made to produce generic responses that may be useful in meeting the requirements of Generic Letter 83-28 for Items 2.2 (Reference your letter L-84-306 dated October 30, 1984) and Item 4.5.3.

You have indicated your in-tention to utilize the INPO results for Item 2.2 in your letter L-84-306.

You may want to contact the appropriate group regarding the applicability of any generic response dealing with Item 4.5.3.

If there are any questions, please contact the project manager, D. Sells, at (301) 492-9735.

This request for additional information affects fewer than 10 respondents; therefore, OMB clearance is not required under PL 96-511.

ENCLOSURE, REQUEST FOR ADDITIONAL INFORMATION Item 2.2.1 - Incomplete Licensee needs to respond to sub-item 6 regarding classification of equipment important to safety.

Item 2.2.2 - Incomplete Licensee needs to submit his evaluation of the NUTAC program and describe how it will be implemented at St. Lucie 152.

In addition, the staff found the NUTAC program fails to address the concern about establishing and maintaining an interface between the licehsee and all vendors of safety-related equipment.

Accordingly, the licensee will need to supplement his response to rectify this omission.

This additional information should describe how current procedures will be modified and new ones initiate'd to meet each element of item 2.2.2.

Item 4.5.3 - Incomplete Licensee needs to provide description and results of CE Owner's Group review of existing or proposed intervals for on-line testing of reactor trip system

,.that considers the concerns expressed in sub-items 4.5.3.1 through 4.5.3.5 of the generic letter, shows how the selected intervals result in high reactor trip system availability, and presents any resulting Technical Specification changes for staff review.
