SAFETY EVALUATION FOR GENERIC LETTER 83-28, ITEM 4.5.3, REACTOR TRIP RELIABILITY-ON-LINE FUNCTIONAL TESTING OF THE REACTOR TRIP SYSTEM (TAC NOS.
54028 AND 54029)
Generic Letter 83-28, Item 4.5.3, required confirmation from all licensees and applicants that on-line functional testing of the reactor trip system, including independent testing of the diverse trip features, was being performed.
By letter dated November 8, 1987 the Florida Power Im Light Company (FPIIL) responded to Generic Letter 83-28, Item 4.5.3.
Therein FP&L indicated its endorsement of the Combustion Engineering Owners Group Report, CE NPSD-277, Reactor Protection System Test Interval Evaluation, December
- 1984, as being applicable to the St. Lucie Plant, Unit Nos.
1 and 2.
The NRC staff, with the assistance of the Idaho National Engineering Laboratory, has reviewed your response and the Combustion Engineering Owners Group's report.
We conclude that the existing intervals for on-line functional testing at the St. Lucie Plant, Unit Nos.
1 and 2 are consistent with achieving high reactor trip system avai lability.
The enclosed Safety Evaluation and contr'actor's report (EGG-NTA 8341) provide the details and bases for our conclusion.
Therefore, we consider Generic Letter 83-28, Item 4.5.3 to be complete and, accordingly, are closing TAC Nos.
54028 and 54029.
