FLORIDAPOWER & LIGHTCOMPANY

.October 30, 1984 L-84-306 Office of Nuclear Reactor Regulation Attention:

Mr. Darrell G. Eisenhut, Director Division of Licensing U.

S. Nuclear Regulatory Commission Washington, D. C.

Dear Mr. Eisenhut:

Re: St. Lucie Units 1 and 2

Docket Nos. 50-335, 50-389 Generic Letter No. 83-28 Section 2.2.2 As stated in our letter of March 1, 1984, Florida Power and Light Company has actively participated in the INPO Nuclear Utility Technical Advisory Committee (NUTAC) on NRC Generic Letter 83-28, Item 2.2.2.

This item concerned a Vendor Equipment Technical Information Program (VETIP).

The NUTAC document identified a

program to ensure that plant personnel have timely access to information regarding safety-related components.

Our review of the NUTAC document indicates that Florida Power and Light meets the recommendations of the VETIP for St.

Luci e Units 1 and 2, except for two areas that need improvement.

These areas are 1)

The internal handling of vendor services, and 2) The internal handling of vendor information.

These two items have been addressed in letters to department heads.advising them of the adoption of the NUTAC recommendations.

It i s scheduled that plant procedures will be revised to incorporate these items by December 15, 1984.

The implementation of the NUTAC recommendations provides an alternate approach to the handling of Vendor Technical Information.

It emphasizes communications between utilities as well as the procedural control of Vendor Equipment Manuals.

This approach allows Florida Power and Light to focus resources towards areas where the greatest potential for equipment problems exist.

Very truly yours, J.

W. Williams, Jr.
