1 The State of New York and the Nuclear Regulatory Commission (NRC) have recently signed a new contract for a cooperative program of environmental monitoring of selected facilities in New York.

Under the new contract, the State Department of Environmental Conservation

,and the NRC will plan and carry out a radiological monitoring program around your Nine Mile Point site. The monitoring program will include such activities as periodically collecting and analyzing environmental samples, measuring environmental radiation levels and comparing results with those from your measurements.

The purpose of the contract is to establish a collaborative program between New York and the NRC to provide independent measurements of radioactivity in the enviro'nment around selected NRC licensed activities and to provide reasonable assuiance that a licensee's environmental measurements are valid and that radioactive measurements are traceable to the National Bureau of Standards.

The Environmental Protection Agency, though not a party to the agreement, has participated in planning the monitoring program and will have access

.-to the data'obtained. .The State and the NRC will share data and infor-mation obtained in the program at the individual sites. Tn addition to distributing the information to other interested Federal, 'State and local agencies, the NRC and New York will collaborate in making the program findings publicly available through appropriate publications.

We have 'arranged a meeting with Mr. E. Leach of your staff to be held on December 16, 1976, at your Nine Mile Point Site to discuss the monitoring program. A representative of the New York State Department of Environmental Conservation will also be attending.

1 No response to this letter is requested; however, should you have any questions concerning these matters prior to the aforementioned meeting, we will be pleased to discuss them with you or your representative.
