REQUEST FOR WITHHOLDLING INFORMATION FROM PUBLIC DISCLOSURE In response to a request by the NRC staff PGBE submitted as Enclosure 2 to a letter dated November 15, 1985 a draft report entitled "Diablo Canyon Power Plant, Units 1 and 2 - Verification of Diablo Canyon Energy Balance Technique Using SONGS-1 Masonry Wall Tests."

The letter included, as Enclosure 1,

an application and supporting affidavits for withholding the proprietary draft report from public disclosure, pursuant to 10 CFR 2.790.

The letter also included, as Enclosure 3,

a nonproprietary version of the report.

You stated that the draft report uses results of masonry wall panel tests performed by Southern California Edison Company (SCE) and an analysis technique developed by Bechtel Power Corporation (BPC).

You requested that the information in Enclosure 2 be considered exempt from mandatory public disclosure

because, among other factors, (1) it includes information owned and held in confidence by SCE and BPC, (2) the information is not available in public sources, (3) the use of such information gives SCE and BPC a

competitive advantage and use by others could put SCE at a competitive disadvantage, and (4) the extent to which such information is publicly available could deminish SCE's and BPC's ability to sell services involving the use of the information.

We have reviewed your application and the material based on the requirements and criteria of 10 CFR 2.790.

On the basis of your statements we, have determined that the submitted information sought to be withheld contains trade secrets or proprietary comercial information.

Therefore, the version of the submitted information enclosed as proprietary will be withheld from public disclosure pursuant to 10 CFR 2.790(b)(5) and Section 103(b) of the Atomic Energy Act of 1954, as amended.

Withholding from public disclosure shall not affect the right, if any, of persons properly and directly con-cerned to inspect the documents.

lie may send copies of this information to our consultants (Franklin Research Center and Drexel University) who are assisting us in our evaluation.

We will, of course, ensure that the consul-tants have signed the appropriate agreements for handling proprietary information.
