Dear Sir or Madam:

In accordance with NU REG 1022, Revision 3, Section 5.1.2, Pilgrim Nuclear Power Station (PNPS) is retracting (formally withdrawing) Licensee Event Report (LER) No. 2016-004-00 (Reference 1).

LER 2016-004-00 was submitted to the Nuclear Regulatory Commission (NRC) via PNPS Letter 2.16.038, dated July 11, 2016. The LER reported, pursuant to 10 CFR 50. 73(a)(2)(i)(B), a condition prohibited by Technical Specifications (TS). Subsequent to submittal of LER 2016-004-00, Entergy re-evaluated the condition and determined that it no longer constitutes a reportable condition pursuant to 10 CFR 50.73 and NUREG-1022 guidance.

On May 10, 2016, PNPS identified a condition where the past operability of Salt Service Water (SSW) Pump B power supply breaker overload relay could not be determined due to high temperature thermography results recorded on two separate occasions, Oct'ober 25, 2013 and February 29, 2016. Subsequent review of the thermography data resulted in the overload relay and the associated SSW Pump being declared inoperable. The relay was replaced on March 5, 2016 and the SSW Pump B was restored to operable status. LER 2016-004-00 was written to addres.s SSW Pump B past operability and.the associated impact on TS compliance as it relates to maintaining two redundant SSW sub-systems operable.

Letter No. 2.16.057 Pilgrim Nuclear Power Station Page 2 of 2 After the overload relay was replaced, the relay that was removed was inspected and taken for offsite equipment testing. A relay test plan was developed. The relay was subjected to post service testing to assess the capability of the relay to operate properly when subjected to test conditions that exceeded the recorded thermography temperatures taken in October 2013 and February 2016. In addition, simulated degraded voltage conditions were imposed in the form of high amperage. The test results concluded that the relay functioned properly.

Based on testing performed, it is reasonable to conclude that the relay and the associated SSW pump were operable during the time period between October 25, 2013 and March 5, 2016.

Therefore, based upon this new evidence, PNPS is retracting (formally withdrawing) LER 2016-004-00.
