Extension for License Amendment Request to Revise Technical Specifications to Adopt TSTF-545, Revision 3 In accordance with Enforcement Guidance Memorandum (EGM) 12-001, "Dispositioning Noncompliance with Administrative Controls Technical Specifications Programmatic Requirements that Extend Test Frequencies and Allow Performance of Missed Tests," licensees desiring to continue receiving enforcement discretion shall submit a license amendment request to revise Technical Specifications to adopt TSTF-545, Revision 3 within four months after issuance of the applicable notice of availability. The EGM also provides that the Nuclear Regulatory Commission NRC will consider extending the four month period on a case-by-case basis, with adequate justification from the licensee.

PSEG Nuclear (PSEG) desires to continue receiving the enforcement discretion provided in EGM 12-001. Due to the current level of activity associated with returning Salem Unit 1 to service from an extended outage, PSEG requests extending the period for submitting a license amendment request to September 28, 2016. In accordance with the terms of EGM 12-001, PSEG has implemented changes to administrative procedures to limit application of the Technical Specification provisions for missed inservice tests to Surveillance Requirements that direct testing in accordance with the inservice testing program.
