SUBJECT:

Perry Nuclear Power Plant (NPDES Permit No. 31B00016*ID), Request for approval of an Essential Maintenance Discharge Change Essential maintenance is planned to be performed on the Perry Nuclear Power Plant circulating water system during a refuel outage scheduled to begin March 5, 2017. The maintenance will require draining the system. To expedite drainage, the discharge is planned to be routed to storm drain W-18, (see Attachment 1). The discharge will be in compliance with NPDES permit 31B00016*JD.

Approximately 683,821 gallons of water will be pumped to a storm water impoundment on the west side of the plant site (Northwest Drain Impoundment). This impoundment serves only the plant site. It utilizes a sediment dam I barrier and an impoundment drain prior to entry into Lake Erie.

The quality of water to be discharged during this process will meet the limits described in our current NPDES permit for outfall 31B00016004. Hay bales will be placed around the perimeter of the storm drain in its entirety to aid in trapping solids or sludge from entering the drain. As mentioned above, a sediment dam I barrier is also in place at the Northwest Drain Impoundment prior to the water entering Lake Erie.

In accordance with NPDES Permit No. 31B00016*JD Part III (11) (B) (1), OEPA approval is requested to perform the essential maintenance discharge as described above. Planning for the March, 2017 refueling outage has already commenced, and this is a key step in the maintenance schedule, a response is requested at your earliest convenience.
