PERRY NUCLEAR POWER PLANT, UNIT NO. 1 - SCHEDULE REVISION FOR THE LICENSE RENEWAL APPLICATION REVIEW
Dear Rod L. Penfield:
By letter dated July 3, 2023 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23184A081), Energy Harbor Nuclear Corp. submitted to the U.S.
Nuclear Regulatory Commission (NRC) an application for license renewal of Facility Operating License No. NPF-58 for Perry Nuclear Power Plant (PNPP), Unit No. 1. Effective March 1, 2024, the facility operating license for Perry was transferred from Energy Harbor Nuclear Generation LLC (owner) and Energy Harbor Nuclear Corp. (operator) to Energy Harbor Nuclear Generation LLC (owner) and Vistra Operations Company LLC (operator) (ML24057A092). Upon completion of this license transfer, Vistra Operations Company, LLC (the licensee) assumed the responsibility for all licensing actions under NRC review at the time of the transfer and requested that the NRC continue its review of these actions (ML24054A498).
By letter dated September 22, 2023 (ML23256A359), the NRC concluded that the application was acceptable for docketing and included the staffs projected review schedule for the PNPP license renewal application (LRA). (Enclosure 1). The purpose of this letter is to inform you of changes in the schedule for the PNPP LRA.
For the safety review, the scheduled due date for Issue Safety Evaluation Report (SER) milestone will be revised from December 2024 to March 2025. The schedule change is due to the licensees staffing challenges for scheduling audit breakout sessions. This led to cascading effects of delaying the discussion of breakout sessions. In addition, NRC received more applications and as a result, the NRC staff availability became more restrained. Furthermore, holding the audits for environmental or safety breakout sessions while the other group was onsite challenged the licensee staff. The overall schedule for the completion of the review is not affected by this change. Going forward, the timely receipt of the licenses proposed supplements and the licensees timely response to requests for additional information will be key to maintaining the revised schedule.
In addition, the Advisory Committee on Reactor Safeguards (ACRS) Subcommittee Meeting milestone will be deleted because recent reviews have not required a subcommittee meeting. The NRC staff does not anticipate needing a subcommittee for this review. However, if open or confirmatory items remain after the safety evaluation is issued, then a date for a subcommittee meeting will be communicated

In the NRC staffs letter dated September 22, 2023, the staff estimated that the review of the PNPP LRA will take approximately 20,000 hours0 days <br />0 hours <br />0 weeks <br />0 months <br /> to complete. The NRC staff does not expect additional hours will be required because of the revised schedule.
of this letter highlights the staffs revised projected review schedule for the PNPP LRA. The NRC staff will strive to meet the milestones ahead of the revised schedule whenever feasible.
