REQUEST FOR ADDITIONAL INFORMATION -
UPGRADE OF ANTICIPATORY REACTOR TRIP The staff has reviewed the proposed design description and implementation schedule for the safety-grade anticipatory reactor trip on turbine trip or loss of main feedwater, submitted in response to IE Bulletin 79-05B and the long-term portion of the Commission Orders by Duke Power Company, Arkansas
-Power & Light Company, Sacramento Municipal Utility District, Florida Power Corporation, and Toledo Edison Company. A matter of particular concern is the projected lead times before this upgrade is to be accomplished. The implemen tation schedule in all cases shows that this upgrade will not be accomplished for at least one year, and possibly longer, following NRC approval of the conceptual design. As noted in our meeting with the B&W operating plant licensees on August 23, 1979, we view such lengthy lead times as unacceptable.
Therefore, additional consideration must be given to significantly improving these schedules.
Also, an adequate response to the enclosed request for additional information is required for us to approve the conceptual safety grade design. Therefore, provide responses by September 28, 1979, to the enclosed request, including a commitment and identification of your improved schedule.
Should your improved schedule show that the installation of the safety-grade trip cannot be accomplished within approximately 6 months following NRC approval of the design, an upgrading of the current control-grade trip is required. If such a schedule improvement cannot be assured, we request you provide the following additional information by September 28, 1979:
- 1.
Provide a description of proposed improvements, to the current control grade trip, which will improve its reliability. Such upgrading would be expected to concentrate on improving the areas of testability and redundancy, with delay on installation minimized.
- 2.
Provide a quantitative relative assessment of this improvement in reliability.

Provide a schedule for installation of the proposed improvements.
In its letter of June 28, 1979, Metropolitan Edison Company (Met-Ed) has committed to installation of a hard-wired, control-grade reactor trip for turbine trip or loss of main feedwater and to upgrade the trip to safety grade on an expedited schedule. At the present time, the control-grade trip has not been installed. Therefore, Met-Ed should provide the requested information on the improved control-grad.e trip by September 28, 1979. However, the informa tion requested in the enclosure should be provided in its initial submission of the proposed design for the safety-grade trip.

REQUEST FOR ADDITIONAL INFORMATION 9
SAFETY-GRADE ANTICIPATORY REACTOR TRIP
- 1. For your proposed design, state the degree of conformance with a
criteria listed in Column 7.2 of Table 7-1 ("ACCEPTANCE CRITERIA FOR CONTROLS")
of-the Standard Review Plan. Justify any non-conformance.
- 2. Provide a discussion of the following:
- a. design basis information required by Section 3 of IEEE-279-1971, and
- b. conformance with the design requirements of Section 4 of IEEE-279-1971.
- 3. Provide a description of any changes to and/or interfaces with the existing protection system. Include diagrams (block, location, functional and/or elementary wiring) as necessary, to clearly depict the changes and/or inter faces.
In addition, provide an analysis which demonstrates that these changes and/or interfaces will not degrade the existing protection system.
- 4. Identify equipment which is identicial to equipment utilized in existing safety-grade systems. For the equipment which is not identical, briefly describe the differences.
- 5. For all critical equipment, provide an expected delivery date.
- 6.
In general, the equipment shall be seismically and environmentally qualified.
Therefore, provide the following descriptive information for the qualification test program:
- a. equipment design specification requirements,
- b. test plan,
- c. test setup,
- d. test procedures, and
- e. acceptability goals and requirements.
If the above information is not available at this time, provide a schedule for its submittal.
- 7. Identify the portion(s) of the design which are within the scope of supply of B&W and/or other contractors.
- 8.
Provide the criteria for the overall reactor protection system installation testing which will demonstrate that the new trip has been installed properly.
If this information is not available at this time, provide a schedule for its submittal.
- 9.
The safety evaluations for the anticipatory trips are either missing or are incomplete. Submit supporting analysis to justify the proposed trip signals by addressing the following items:
- a. Provide an ahalysis that quantifies the improvement in the time-to-reactor trip for both the turbine trip and the loss of main feedwater signals;
- b. Address the need to bypass these tripsiata220%0power versus bypass at a lower power (approximately 10%);
- c. Discuss the adequacy of the proposed trip signals for loss of main feedwater for a variety of failure scenarios (such as feedwater valve closures), i.e.,
see the Oconee 1 transient of 6/11/79; and
- d. Provide an evaluation of why a reactor trip on low steam generator level is not a viable anticipatory trip signal when the other signals are bypassed, i.e., see the Crystal River 3 transient of 8/02/79.
