NRC INFORMATION NOTICE 2015-06: ISOO NOTICE 2015-02: MESSAGE FROM OPM TO
SECURITY CLEARANCE HOLDERS
ADDRESSEES
All U.S. Nuclear Regulatory Commission (NRC) licensees or certificate holders under Parts 50,
51, 52, 70, 71, 72, and 76, Agreement State Radiation Control Program Directors, and State
Liaison Officers.
All contractors and vendors (C/Vs) that supply basic components to NRC licensees under Title
10 of the Code of Federal Regulations (10 CFR) Part 50, Domestic Licensing of Production and
Utilization Facilities or 10 CFR Part 52, Licenses, Certifications, and Approvals for Nuclear
Power Plants.
Any person who has ever applied for a security clearance or had a background investigation
with the NRC.
PURPOSE
The NRC is issuing this information notice to provide information that was transmitted to the
NRC by the Information Security Oversight Office (ISOO) of the National Archives and Records
Administration.
DESCRIPTION OF CIRCUMSTANCES
The NRC was informed by ISOO that through the course of the ongoing investigation into the
intrusion affecting the U.S. Office of Personnel Managements (OPM) systems, it was recently
discovered that additional systems were compromised. These systems included those that
contain information related to the background investigations of current, former, and prospective
Federal government employees, as well as other individuals for whom a Federal background
investigation was conducted.
DISCUSSION
The ISOO notice provides current updates from OPM on their recent data breaches. This notice
is advisory in that it provides the most up-to-date information on these intrusion incidents and
their impact on industry. This notice may be found in NRCs Agencywide Documents Access
and Management System under Accession No. ML15169A363. CONCLUSION
OPM will notify those individuals whose information may have been compromised as soon as
practicable. OPM remains committed to continuing to improve its security capabilities and has
invested significant resources in implementing tools to strengthen its security barriers.
