The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Tennessee Valley Authority (TVA or the applicant) held a telephone conference call on May 13, 2015, to discuss and clarify the staffs draft requests for additional information (DRAIs) provided in concerning the Sequoyah Nuclear Plant, Units 1 and 2, license renewal application.
The telephone conference call was useful in clarifying the intent of the staffs DRAIs. provides a listing of the participants and Enclosure 2 contains the DRAIs discussed with the applicant, including a brief description on the status of the items.

OF TELEPHONE CONFERENCE CALL SEQUOYAH NUCLEAR PLANT, UNITS 1 AND 2 LICENSE RENEWAL APPLICATION MAY 13, 2015 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Tennessee Valley Authority (TVA or the applicant) held a telephone conference call on May 13, 2015, to discuss and clarify the following draft requests for additional information (DRAIs) concerning the Sequoyah Nuclear Plant, Units 1 and 2 license renewal application (LRA).
DRAI B.1.35-2
Background:
In a teleconference call held on April 30, 2015, the applicant indicated that during the Cycle 19 refueling outage (November 2013) at Sequoyah Unit 1, the surveillance capsule at location S was relocated to a high neutron flux region, location T, to support reactor vessel surveillance for license renewal. The applicant indicated that this capsule relocation is consistent with the applicants plan for surveillance capsule withdrawal for license renewal, as described in the applicants letter dated January 10, 2013, and as approved by the staff in its letter dated September 27, 2013.
The applicant further indicated that during the Cycle 20 refueling outage (April 2015) it discovered that the Unit 1 surveillance capsule at location T had been ejected from the surveillance capsule basket. In addition, the applicant indicated that the capsule had broken apart during the last cycle and that the surveillance specimens are no longer useable.
Issue:
The staff noted that the applicant had a capsule withdrawal schedule that would withdraw the Unit 1 capsule at location T during the Cycle 28 refueling outage. Since the capsule was lost, the staff needs additional information to determine the adequacy of the applicants Reactor Vessel Surveillance Program.
Request:
- 1. In order to demonstrate the adequacy of the Reactor Vessel Surveillance Program for license renewal, describe the applicants new plan for surveillance capsule withdrawal now that the Unit 1 capsule at location T is not available.
- 2. Describe corrective actions to prevent similar events impacting the availability of reactor vessel surveillance capsules for withdrawal.
Discussion:
The applicant stated that the above requests would be addressed in a letter to be submitted to the NRC within one week of the date of this telecon. Therefore, the staff determined there is no ENCLOSURE 2
immediate need to issue this Request for Additional Information (RAI). If the letter does not completely address this RAI, the staff will issue a revised RAI in the future.
DRAI B.1.34-10
Background:
The applicants Reactor Vessel Internals (RVI) aging management program (AMP) is given in LRA Section B.1.34 and uses the sample-based inspection and evaluation (I&E) methodology for Westinghouse-designed pressurized water reactors (PWRs) described in EPRI Report MRP-227-A.
During the spring 2015, refueling outage for Sequoyah Unit 1, the applicant determined that two reactor vessel (RV) surveillance capsules had fallen from their surveillance capsule holders and were sufficiently damaged such that a number of capsule parts and surveillance capsule specimens were released as loose parts into the lower plenum region of the reactor vessel.
Issue:
The sampling based I&E methodology in MRP-227-A is predicated on the assumptions that reactor internals assessed in the MRP-191 report are not degraded. The staff needs further demonstration that the loose parts in Sequoyah Unit 1, have not caused damage to these RVI components such that the assumptions for MRP-227-A are still valid for the period of extended operation. Otherwise, if damage has occurred to the reactor internals, the staff will need assessment of its impact on the assumptions that were used to develop the MRP-227-A based inspection plan for reactor internals at Sequoyah Unit 1.
Request:
- 1. For all RVI components inspected during the spring 2015 refueling outage, identify the type of inspection, inspection method, sample size, and summarize the inspection results including any damage to the components.
- 2. Clarify whether the augmented inspection and evaluation methods that apply to the components in MRP-227-A will remain valid and bounding for the RVI components at Sequoyah Unit 1.
- 3. Clarify how applicable inspection and evaluation methods will be adjusted if the bases in MRP-227-A will not remain bounding for Sequoyah Unit 1, during the period of extended operation.
Discussion:
The applicant stated that the above requests would be addressed in a letter to be submitted to the NRC within two weeks of the telecon. Therefore, the staff determined there is no immediate need to issue this RAI. If the letter does not completely address this RAI, the staff will issue a revised RAI in the future.
