Dear Ms. Pederson:

Enclosed is one copy of the Final Report for the December 9, 2014, Radiological Emergency Preparedness (REP) Partial-Participation Plume Exposure Pathway Exercise for the Point Beach Nuclear Plant. Under separate cover, four copies of this report are being sent to the Wisconsin Emergency Management, REP Supervisor for distribution to the Counties of Kewaunee and Manitowoc, along with an additional copy for the State. The State of Wisconsin, the counties of Kewaunee and Manitowoc, and the utility owner/operator, Next Era Energy, participated in this exercise. The following is a summary of the exercise results, which are noted as issues.

There were no Deficiencies identified for any jurisdiction during this exercise. There were no new Areas Requiring Corrective Action (ARCAs) identified for the State of Wisconsin and Manitowoc County during this exercise.

There was one new ARCA identified for Kewaunee County during this exercise. This was issued under Criterion 5.a. l, under activities associated with primary alerting and notification of the public are completed in a timely manner. This occurred when the Emergency Alert System message was incorrectly broadcasted following the sounding of sirens at the General Emergency declaration.

There were two ARCAs from a previous exercise identified for the State of Wisconsin and Manitowoc County which were successfully resolved during this exercise.

There were five Plan Issues identified for Kewaunee County and one for Manitowoc County identified during this exercise.

A detailed discussion of these issues can be found in Part IV of the Final Report.

Name: Pederson Page #2 Based on the results of the December 9, 2014 Exercise, the offsite radiological emergency response plans and preparedness for the State of Wisconsin and affected local jurisdictions, site-specific to the Point Beach Nuclear Plant, can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.

Therefore, the Title 44 CFR, Part 350, approval of the offsite radiological emergency response plans and preparedness for the State of Wisconsin site-specific to the Point Beach Nuclear Plant, granted on March 9, 1982, remain in effect.

Copies of this report have been provided to Nuclear Regulatory Commission (NRC), Region III, FEMA Headquarters and the State of Wisconsin.
