REPORT OF IMPINGEMENT OF KEMP'S RIDLEY TURTLE SALEM GENERATING STATION UNIT NO. 1 DOCKET NO. 50-272 The Nuclear Environmental Event Report, "Report of Impingement of Kemp's Ridley Turtle" is being submitted pursuant to the requirements of Section 5.4.2 of Appendix B, Environmental Protection Plan, to the Operating License for the Salem Generating Station, PSEG Nuclear LLC (PSEG).

Please find enclosed the report and one attachment with further information regarding this impingement event. The turtle was unresponsive at the time of observation and was pronounced dead at the time of impingement. The animal was transported to the Marine Mammal Stranding Center in Brigantine, New Jersey for examination.

LR-E14-0132 Document Control Desk REPORT OF IMPINGEMENT OF KEMP'S RIDLEY TURTLE In accordance with Section 5.4.2 of Appendix B, Environmental Protection Plan, to the Operating License for the Salem Generating Station, PSEG Nuclear LLC (PSEG) hereby transmits notification of a nonroutine event, and documents the occurrence and removal of a Kemp's Ridley Turtle (Lepidochelys kempli) from the Salem Generating Station circulating water intake structure trash bars.

Consultation pursuant to Section 7 of the Endangered Species Act of 1973 (ESA) between NRC and the National Marine Fisheries Service (NMFS) on the effects of the operation of Salem Station on threatened and endangered species has been ongoing since 1979. The most recent revision to the Biological Opinion and Incidental Take Statement issued in January 1999 exempts the specified annual take of Shortnose Sturgeon and Sea Turtles. In advance of relicensing for Salem Station, consultation pursuant to Section 7 of the ESA between NRC and NMFS was reinitiated in 2009.

When issued by the NMFS, the revised Biological Opinion and Incidental Take Statement are expected to continue to authorize a specified take of Sea Turtles.

Pursuant to Section 5.4.2 of the Environmental Protection Plan for Salem Station, nonroutine events which require reporting to other federal agencies shall be reported in accordance with the other agencies' reporting requirements. Accordingly, enclosed please find one (1) attachment. Attachment 1 provides the information requested by the NMFS in Appendix II to the current ITS and in Appendix B, Part 2, to the revised draft ITS.

There are no commitments contained in this letter.

At approximately 09:03 a.m., during routine trash rack inspection. Salem Operations personnel observed a potentially deceased sea turtle, floating just outside of Salem CMVIS. Salem Unit Control and PSEG Environmental Affairs personnel were immediately notified. On-site Impingement and Entrainment sampling personnel from Environmental Consulting Services Inc. (ECSI) provided assistance to make an initial identification, and PSEG Salem Yard Crew retrieved the specimen at 09:12am. at which time the specimen was determined to be deceased. PSEG Environmental Affairs Personnel collected photos upon their arrival to the CWIS. and contacted the New Jersey DEP and the NMFS at 09:44 and 09:49 respectively. The Marine Mammal Stranding Center (MISC). located in Brigantine. NJ was also contacted. ECSI personnel completed routine processing of the specimen (length and weight measurements, and tag checks). After processing, the turtle was bagged and placed in a cooler with ice for transport to the MMSC. Custody of specimen was transferred to MMSC at 13:30 in the afternoon of 9/3/14.

At the time of observation, the specimen appeared to be deceased. This condition was confirmed upon retrieval. However, there was no evidence of exterior injury to indicate a cause of death. Slight decomposition was evident, indicating that death of the specimen occurred at an earlier date and time.

No external tags were observed and no internal PIT tags were identified.

Photo 4: In the photo above, the condition causing discoloration of the ventral portion of the neck is unknown. The skin did not appear to be lacerated or abraded (9/3/14).

In addition to the five dorsal scutes of the carapace, the pores are also a distinct characteristic of Kemp's ridley sea turtles (9/3/14).
