NRC to CR-3 letter dated March 13, 2013, "Crystal River Unit 3 Nuclear Generating Plant Certification of Permanent Cessation of Operation and Permanent Removal of Fuel from the Reacor" (Accession No. ML13058A380)

Dear Sir:

In accordance with 10 CFR 50.54(p), Duke Energy Florida, Inc. (DEF) hereby submits the Crystal River Unit 3 (CR-3) Physical Security Plan, Security Training and Qualification Plan, and Safeguards Contingency Plan, Revision 1.

In February 2013, DEF, a subsidiary of Duke Energy, announced the retirement of CR-3. In the above referenced letter, the NRC acknowledged CR-3's certification of permanent cessation of power operation and permanent removal of fuel from the reactor vessel. Accordingly, pursuant to 10 CFR 50.82(a)(2), the 10 CFR Part 50 license for CR-3 no longer authorizes operation of the reactor or emplacement or retention of fuel in the reactor vessel.

An evaluation of the plan revision, in accordance with 10 CFR 50.54(p)(2), has determined that the incorporated changes do not reduce the effectiveness of the plan and that the plan continues to meet the standards of 10 CFR 73.55.

This letter includes three enclosures which contain Safeguards Information as defined in 10 CFR 73.2. Enclosure 1 contains a Summary Description of Changes. Enclosure 2 contains a copy of the DEF Physical Security Plan, Security Training and Qualification Plan, and Safeguards Contingency Plan, Revision 1. Enclosure 3 contains a description of calculations performed on the design and location of new vehicle barriers to ensure minimum safe standoff distances are maintained for protection against small and large vehicle improvised explosion devices.

No new regulatory commitments have been made in this letter.
