1) TVA letter to NRC, Application to Update Watts Bar Unit 1 License Condition 2.F to Allow Two-Unit Operation (WBN-TS-13-18), dated December 20, 2013
2) TVA letter to NRC , Watts Bar Nuclear Plant (WBN) Unit 2-Transmittal of Revised Unit 1/Unit 2 As-Designed Fire Protection Report (TAC No. ME3091), dated April26 , 2012 By letter dated December 20, 2013, the Tennessee Valley Authority (TVA) submitted a request for an amendment to Facility Operating License (OL) No. NPF-90 for Watts Bar Nuclear Plant (WBN) , Unit 1. The amendment request proposed a revision to License Condition 2.F of the Unit 1 OL that establishes the Nuclear Regulatory Commission's (NRC's) basis for approval of WBN 's Fire Protection Program. The amendment request also included information that clarified the applicability of the Supplemental Safety Evaluation Reports (SSERs) referenced in the license condition and a commitment to meet with the NRC staff to discuss the amendment request.

TVA met with NRC on January 22, 2014. During the meeting , TVA and NRC ag reed on the importance of having a clear basis for establishing which of the NRC's approvals of the Watts Bar Nuclear Plant Fire Protection Program (i.e., Supplemental Safety Evaluation Reports) applied to Watts Bar Unit 1 going forward and which NRC approvals applied to Watts Bar Unit 2. This clarity would be important to support TVA's ability to comply with the regulatory requirements and approvals specific to the designs of the respective units. During the meeting, TVA reviewed the approach it had taken to identifying and documenting the NRC approvals applicable to each unit.

U.S. Nuclear Regulatory Commission Page2 February 18, 2014 Through the course of the discussion, TVA and the NRC determined that, rather than review TVA's request at the current time, it would be more efficient for the proposed license amendment to be submitted along with the as-constructed Fire Protection Report. Therefore, TVA agreed to withdraw the subject amendment request. TVA had previously committed to submit the as-constructed Fire Protection Report by October 15, 2014 (Reference 2). TVA will submit a revised amendment request for License Condition 2.F with the as-constructed Fire Protection Report by October 15, 2014.

The regulatory commitment made in this submittal is listed in the enclosure. Please address any questions regarding this request to Mr. Gordon Arent at 423-365-2004.

I declare under penalty of perjury that the foregoing is true and correct. Executed on the 18th day of February 2014.
