OF JULY 14,2011, PRE-APPLICATION MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING DIGITAL INSTRUMENTATION AND CONTROL AND HUMAN FACTORS FOR THE POTENTIAL, PROPOSED UPDATED OPERATING LICENSE APPLICATION AT BELLEFONTE NUCLEAR PLANT, UNIT 1 On July 14,2011, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Tennessee Valley Authority (TVA) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the TVA's pre-application of a potentially, proposed update to the operating license (OL) application for Bellefonte Nuclear Plant (BLN), Unit 1 related to digital instrumentation and controls (I&C) and human factors. The meeting notice was published on May 26, 2011 (Agencywide Documents and Access Management System (ADAMS) Accession No. ML111450673). A telephone bridge line was available for stakeholders that could not attend the meeting in-person.

A list of attendees is enclosed and TVA's handouts provided at the meeting may be seen in ADAMS Accession Nos. ML11200A109 and ML11200A115.

There were brief introductions of attendees.

BLN Unit 1 is currently in the deferred plant status in accordance with the Commission Policy Statement on Deferred Plants (52 FR 38077, October 14,1987). TVA needs to submit a 120 day letter informing the NRC staff that it intends to reactivate BLN Unit 1 construction. Therefore, there are no licensing actions regarding digitall&C under NRC review for BLN Unit 1, at this time. Consequently, any discussions by the NRC staff during this meeting constitute NRC staff opinion and not an NRC agency position. TVA's decision to construct any additional nuclear facilities beyond Watts Bar Unit 2 at this time is pending.

TVA presented the slides regarding its conceptual plans for digitall&C systems and the main control room modernization. The NRC staff asked numerous clarifying questions to further understand TVA's conceptual plans at this time.

- 2 The following are the highlights from the meeting:

  • The digitall&C systems will be designed by AREVA, Westinghouse, and Siemens;
  • TVA plans to leverage existing topical reports;
  • TVA's goal is not to rely on operator action for diversity and defense-in-depth (D3) in the first 30 minutes;
  • TVA expects D3 results similar to Oconee;
  • TVA plans to complete its digital system program manual in the third quarter of 2012;
  • TVA plans to have all digitall&C submittals completed in the first quarter 2017;
  • TVA plans to have reactor operators operate from non-safety controls during normal operation; and
  • TVA plans to have a reactor operator perform safety-related actions of the emergency operating procedures from a safety panel.

No commitments, regulatory decisions, or regulatory positions were made by the NRC staff during the meeting.

There was one member of the public at this meeting. There were no public comments received.
