Subject:

Inspection Reports Associated with Enforcement Action EA-13-058 Enforcement Action EA-13-058 resulted from activities within the Division of License Renewal associated with the License Renewal Application for the Grand Gulf Nuclear Station. Although these activities were related to a licensing action and were not associated with an inspection, the letter documenting the apparent violation was administratively tracked through Inspection Report No.: 05000416/2013201.

Current NRC protocol requires that the final enforcement results be documented in a different inspection report, other than the initial inspection report which identifies the apparent violation.

This separation of inspection reports did not occur in this case, and the final enforcement determination was documented in a letter citing same inspection report number.

To correct the above internal inconsistency, a new inspection report (05000416/2013202) is being administratively created, and the final enforcement results will be tracked using the new report number. This internal memorandum approach is being used because it eliminates the need for the NRC to publicly issue a new inspection report (or an errata), and for the licensee to revise its currently docketed response to the Notice of Violation.
