SUBJECT:

SUMMARY

OF JUNE 3 AND 4, 1982 SITE VISIT On June 3 and 4, 1982 members of the NRC staff and their consultants visited the San Onofre Unit No. 1 site. The purpose of the visit was to evaluate emergency procedures and operator training regarding Pres surized Thermal Shock (PTS). A list of attendees at the exit interview on June 4, 1982 is enclosed.

The results of the audit indicated that the operators-that were in terviewed had a good general understanding of PTS. Operator knowledge was somewhat weak regarding (1) past events at San Onofre Unit 1 and at other reactors, (2) concerns regarding the injection of cold.water without mixing, and (3) awareness of recent analyses that indicate that repressurization is not necessary for a PTS event to occur. The licen see agreed to modify the training plans to place more emphasis on past events and potential problems associated with injecting cold water into a stagnant line. The training plan has been updated regarding the re pressurization concern.

The emergency operating procedures for/ an Onofre Unit 1 have been re vised based on the Westinghouse Owners" Group guidelines. At the time of the audit, the procedures had not beq through the complete in plant review cycle; hence, the operators h T1ittle or no time to train on the new procedures. The revised procedures were based on plant specific analyses performed by Westinghouse. These revised procedures were gen erally found to be adequate with regard to PTS. The prodedures indicated that the core exit thermop couple temperatures would print out on the recorder with the thousands digit omitted. The NRC staff requested the.

licensee to investigate steps necessary to enable the computer printer %

to print the temperature without omitting the thousands digit. The complete findings and recommendations of this audit will be forwarded to the licensee in the near future.
