Pressurized Thermal Shock to Reactor Pressure Vessels San Onofre Nuclear Generating Station Unit 1 With regard to the subject issue, we indicated to you in our letter dated May 22, 1981 that we would be participating in the Westinghouse Owners Group effort to address this issue in a generic manner.

If any additional plant specific analyses or remedial actions were necessary, you would be informed at that time.

It also indicated that San Onofre Unit 1 could safely sustain a severe thermal shock transient, including repressurization, beyond January, 1983. Based on your August 21, 1981 letter, it is the NRC's belief that additional action should be taken at this time to resolve the long term problems.

You requested additional information in a 60 day and 150 day response.

Your letter also requested that we inform you of any conflicts with the 60 and 150 day schedule.

With regard to the 60 day response, Item 3 requests a limiting value of RT(NDT) for continued operation.

As part of the Owners Group work, information is being developed from which a limiting value of RT(NDT) can be determined. This information will not be available until the Owners Group work is completed by the end of 1981.

Therefore, the response to Item 3 will be provided as soon as the limiting valve for RT(NDT) is made available. In addition, the response to the remaining four items will be delayed 15 days and provided to you by November 4, 1981.

The additional 15 days are required because of the already extensive commitment of Westinghouse resources to the other Owners Group work.

With regard to the 150 day response, no conflict with the schedule is foreseen at this time.

If this schedule is not acceptable to you, please let me know as soon as possible.
