Docket 50-206 Pressurized Thermal Shock San Onofre Nuclear Generating Station Unit 1 By letter dated April 22, 1982, you indicated that the NRC Task Force on Pressurized Thermal Shock (PTS) would be conducting an audit similar to the one conducted at Robinson 2, to review the adequacy of in-plant training programs and operating procedures with regard to PTS. During discussions with members of your staff we indicated that since we were in the process of revising the Station Emergency Operating Instructions, including PTS considerations, the objective of the audit would best be accomplished if it was conducted during the week of June 14, 1982 to allow completion of the revised procedures and operator training on the revised procedures. We were informed that it was not possible to delay the audit past the week of May 31, 1982 and is now scheduled for June 3 and 4, 1982.

This is to inform you that since operator training on the revised procedures will not be completed by the date of the audit, the PTS review of procedures with the operators will have to be limited to procedures in effect prior to the latest procedure revisions. The results of this portion of the audit will represent the state of operator knowledge on the procedural aspects of PTS which is different than the state which will exist prior to startup from the present outage. Accordingly, we consider the week of June 14, 1982 more appropriate to conduct your audit since the revised procedures provide a much improved means of assuring that-the concerns associated with PTS are addressed and that the operators are adequately informed with regard to PTS.
