Dear Mr. Dietch:
In April 1980 San Onofre Unit 1 was shut down to repair the leaks identified in the steam generators. Subsequent eddy current inspections identified a large number of tubes that had indications of detectable degradation at the top of the tube sheet. Laboratory examination confirmed that the degradation was associated with caustic intergranular attack.
Following refined inspection techniques to assess the extent of the degra dation, SCE formulated a repair program to reestablish design margins.
Throughout the summer and.fall we met with representatives of SCE and Westinghouse to discuss the proposed repair program. We also had the benefit of several submittals related to the sleeving-as well as two-.site visits.
In addition, SCE sponsored a third party design review of-the sleeving operation on October 23 and 24, 1980. Although NRC staff Qzds-)not a part of the review panel, members were present at and participated in the proceeding.
Copies of the transcript of the October 23 and 24 meeting were provided to us for consideration in our review.
On November 19, 1980; the NRC's Office of Inspection and Enforcement sent SCE a letter confirming staff understanding that SCE will notproceed with the production insertion phase of the repairs until the Office.of Nuclear Reactor Regulation has reviewed and approved.this.phase of the operation.
As a result of our review, we have concluded that SCE may proceed with the production insertion phase of the steam generator tube repairs.
The.
enclosed assessment provides the basis for this conclusion.
I should note that the attached document relates only to the sleeving operation. Prior to authorizing return.to power, the staff must review and approve addit-i-onal aspects of the overall program. The results of the OFFICE SURNAME DATE NRC FORM 318 (9-76) NRCM 0240
