Steam Generator Repairs at San Onofre Unit 1 This refers to the repair activities currently in progress on the steam generators at the San Onofre Unit 1 reactor facility, and to the telephone discussion relating to these repairs between J. L. Crews of this office and K. P. Baskin of your staff on November 19, 1980.

Based upon this discussion, it is our understanding that you will not proceed with the production insertion phase of steam generator tube repairs without prior review and approval of this phase of the repair activities by the NRC's Office of Nuclear Reactor Regulation.

This understanding does not apply to the process demonstration activities currently in progress involving the insertion of sleeves in ten steam generator tubes.

Should our understanding as stated above not be correct, you should notify this office promptly in writing.
