ATWS IMPLEMENTATION SCHEDULE (TAC NO. 59138)

Re:

San Onofre Nuclear Generating Station, Unit No. 1 By letter dated September 29, 1988, Southern California Edison Company (SCE) requested that it be permitted to implement the ATWS modifications in the Cycle 11 refueling outage instead of the Cycle 10 refueling outage. This would be the third refueling outage after July 26, 1984, instead of the second refueling outage after that date. In an earlier letter to SCE dated July 24, 1987, the NRC staff indicated that it would consider favorably requests to extend the schedule for implementation to no later than the third refueling outage after July 26, 1984 because of various delays. Delays incurred in preparing the QA guidance, the extensive time and effort required to resolve complex issues associated with the development of review criteria, interpretation of the supplementary information published with the rule, and the review of generic ATWS designs all impacted utility schedules and justify extending implementa tion. SCE's request is therefore approved.
