The heavy loads review for San Onofre Nuclear Generating Station, Unit 1 (SONGS 1) was completed by the Safety Evaluation Report enclosed with Reference 1. By previous correspondence (Reference 2), the NRC had indicated that, based upon the improvements in heavy loads handling realized from the implementation of NUREG-0612, Phase I requirements, further action to reduce the risks associated with the handling of heavy loads, such as those proposed by licensees during the NUREG-0612 Phase II effort, is not required.
Therefore, a detailed Phase II review of heavy loads is not necessary, and Phase II is considered completed. However, licensees were encouraged to implement any actions previously identified in their Phase II responses that were considered appropriate by the licensee. The purpose of this letter is to describe SCE's intended actions relative to the open Phase II items identified in Reference 3.

Document Control Desk September 29, 1988 The Phase II commitments in Reference 3 were 1) replacement of the reactor coolant pump motor lift rig, 2) the installation of steel decking under the north turbine deck extension and 3) the imposition of lift height restrictions for loads carried by the reactor service crane and the turbine gantry crane.
Replacement of the reactor coolant pump motor lift rig was deemed unnecessary for the reasons described in Reference 4. The lift height restrictions are currently in the SONGS 1 crane procedures and are followed on an "as practicable" basis. It is not envisioned that this will change. Due to the expense of installation of the steel decking under the north turbine deck extension modification, the backlog of other regulatory mandated modifications, the good record of heavy load handling at San Onofre Unit 1 and the relatively short remaining plant life, SCE will not complete this modification to the north turbine deck extension. This modification is identified as a Schedule B item on the SONGS 1 Integrated Implementation Schedule (IIS).
Deletion of this item from the IIS will be incorporated in the next revision to the IIS scheduled for November 1988.
