ATWS RULE (10 CFR 50.62) SAN ONOFRE NUCLEAR GENERATING STATION, UNIT NO. 1 (TAC NO. 59138)
In your submittal dated January 29, 1988, relating to ATWS rule requirements, you indicated that only one train of AFW would be initiated to satisfy AFW flow requirements. Your design does not satisfy the intent of the rule and does not satisfy the Westinghouse generic design assumptions discussed in WCAP-8330 and Westinghouse to NRC letter dated December 30, 1979. In discussing this matter with Mr. Ornelas of your staff, I understand that Westinghouse is performing a site-specific analysis to establish AFW flow requirements for San Onofre Unit 1 relative to the ATWS rule.
Please provide the results of the Westinghouse analysis so that we may complete our review regarding this matter. Also, please identify for our review any other generic design assumptions relative to the ATWS rule that are not applicable to San Onofre Unit 1 and your resolution of any such discre pancies. Inasmuch as NRC review of this subject was identified as a critical NRC review item in your October 2, 1989 letter regarding FTOL open items, your response is requested within 30 days of your receipt of this letter or as soon thereafter as possible.
The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under Pub. L.96-511.
