IMPLEMENTATION OF ATWS RULE REQUIREMENTS (10 CFR 50.62) -
SAN ONOFRE NUCLEAR GENERATING STATION, UNIT NO. 1 (TAC NO. 59138)
We have completed our review of your proposed implementation of ATWS Rule requirements (10 CFR 50.62(c)(1)). Our safety evaluation (SE) regarding this matter is enclosed for your information.
As stated in our SE, we have determined that your proposed implementation of the ATWS Rule is acceptable. This conclusion does not include consideration of ATWS technical specification requirements (SE Section 3.1, Item 14), and is subject to your satisfactory completion of the following actions:
(a) Human-factors engineering reviews must be performed to verify design adequacy of controls and indications used for testing purposes (SE Section 3.1, Item 12) and bypass functions (SE Section 3.1, Item 5).
(b) Environmental qualification considerations (10 CFR 50.49(b)(2)) must be addressed in your safety evaluation (SE Section 3.1, Item 11).
Satisfactory completion of these actions will be verified during a future inspection in accordance with Temporary Instruction 2500/20, and a specific submittal to address these actions is not required. Therefore, you should implement the proposed ATWS modifications during the Cycle 11 outage, and you are requested to inform us in writing when the modifications have actually been implemented and determined to be operational. As discussed in our SE, guidance concerning Technical Specification requirements for ATWS mitigating systems will be the subject of future correspondence.
Finally, the staff will review the issue concerning departure from nucleate boiling as a separate matter (SE Section 3.2). The staff commends you for identifying this issue as one that deserves further NRC review and considers your schedule for resolving this matter to be acceptable.
