Acceptance Review for Duane Arnold Energy Center, LAR (TSCR-145): Application for TS Change Re: Battery Terminal, Charger Voltage, Amperage Section Affected: 3.8.4 (TAC No.

MF2763)

Mr. Murrell, By letter dated August 29, 2013 (Agencywide Document Access and Management System Accession No. ML13247A275, NextEra Energy Duane Arnold, LLC submitted a license amendment for the Duane Arnold Energy Center (DAEC). The purpose of this e-mail is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of this amendment request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant. The proposed license amendment would revise the DAEC Technical Specifications by modifying existing Surveillance Requirements regarding the battery terminal and charger voltages and amperage provided in SR 3.8.4.1 and SR 3.8.4.6 to account for the new 60 cell batteries being placed in during the fall 2014 refueling outage.

The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. If additional information is needed, you will be advised by separate correspondence.

In Accordance with our process as described in LIC-109, Acceptance Review Procedures, I am placing a copy of this email in ADAMS as a publicly-available, official agency record.
