PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT PNS-V-88-03 Date June 3, 1988 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by the Region V staff on this date.

FITNESS FOR DUTY - CONTROL ROOM OPERATOR TESTS POSITIVE ON URINALYSIS TEST As a part of the licensee's Periodic Drug Monitoring Program, a urinalysis drug screening test was conducted on May 28, 1988, for a Units 2/3 Control Room Operator.

The licensee was notified on June 2, 1988, that the test results were.positive for marijuana. At the time the licensee received notification of "positive" test results, the Operator was performing retraining duties inside the Control Room; however, he was not part of the operating crew. He was immediately escorted from the plant protected area and his security badge was deactivated. During a licensee interview, the Operator did not deny involvement with drugs.

This individual had previously tested positive for marijuana on March 6 and May 12, 1986 (prior to licensee's current Substance Abuse Program), and has been subjected to the licensee's Periodic Drug Monitoring Program since March 1986. Under this periodic testing program (since May 1986), the individual's urinalysis test results have been negative, indicating no drug involvement.

This individual has been employed at San Onofre for 7 years, and has been assigned duty as a control room operator for the past 6 years.

At the time of this event, Unit 2 was at 100% power and Unit 3 was shut down for refueling.

Neither Region V nor the licensee have received media interest, and none is anticipated.

In accordance with 10 CFR 73.71(c), the licensee telephoned their one-hour report of this event to HQ, NRC at 1:43 PM (PDT), June 2, 1988. Region V received notification from NRC Duty Officer at 2:10 PM (PDT).

This Preliminary Notification is issued for information only and is current as of 8:00 AM (PDT), June 3, 1988.
